Evaluating capacity building programmes is generally done for three main reasons (Kirkpatrick & Kirkpatrick):

  • Understand how to improve existing training programmes and draw lessons to improve future ones;
  • Determine whether a program should be continued or dropped;
  • Justify the resources needed to design and deliver capacity building programmes.

To evaluate training programmes, we structure our work around Kirkpatrick's Four-Level Training Evaluation Model.
